I called them to get more info and here&#8217;s what I have so far. Most of this is from an email they sent in response to my voicemail. <\/p>\n\n\n\n<p>Lhavi (pronounced La Vee) is a micro-transit advertisement company &#8220;that provides a fast and convenient way to travel the city center using environmentally friendly vehicles.&nbsp; Currently testing out the market for the following downtown districts: Glenwood South, Capital District, Capital District,  Fayetteville St. District and Moore square (More vehicles being provided  August\/Sept).&#8221;<br><\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" src=\"https:\/\/http:\/\/theraleighcommons.org\/inboundraleigh\/wp-content\/uploads\/2019\/07\/Lhavi_Raleigh-1024x1024.jpg\" alt=\"A Lhavi golf cart carries two passengers in downtown Raleigh\" class=\"wp-image-772\" width=\"368\" height=\"368\" srcset=\"https:\/\/theraleighcommons.org\/inboundraleigh\/wp-content\/uploads\/2019\/07\/Lhavi_Raleigh-1024x1024.jpg 1024w, https:\/\/theraleighcommons.org\/inboundraleigh\/wp-content\/uploads\/2019\/07\/Lhavi_Raleigh-150x150.jpg 150w, https:\/\/theraleighcommons.org\/inboundraleigh\/wp-content\/uploads\/2019\/07\/Lhavi_Raleigh-300x300.jpg 300w, https:\/\/theraleighcommons.org\/inboundraleigh\/wp-content\/uploads\/2019\/07\/Lhavi_Raleigh-768x768.jpg 768w\" sizes=\"(max-width: 368px) 100vw, 368px\" \/><figcaption>I spotted a Lhavi on the corner of Martin and Wilmington Streets.<\/figcaption><\/figure><\/div>\n\n\n\n<p>There  is no fee to ride, but you are encouraged to tip the drivers, whom are also &#8220;travel advisers,&#8221; Lhavi tells me, &#8220;with resources to add even more value to your trip.&#8221;<\/p>\n\n\n\n<p>Eric Lamb, the city&#8217;s transportation planning manager, tells me that Lhavi operates under the same rules as rickshaws due to the tip structure.  &#8220;Otherwise, they\u2019d qualify as taxis and require a license  from the city.&#8221;\n\nGolf carts are not automatically street legal, but they can operate on public streets as long as they\u2019re licensed by the DMV, which has some requirements for them. (Might be <a href=\"https:\/\/www.ncdot.gov\/dmv\/title-registration\/vehicle\/Pages\/vehicle-types.aspx\"> the low-speed vehicle listed here,<\/a> but that&#8217;s just my guess!)<\/a><\/p>\n\n\n\n<p>Lhavi also offers advertisement space.
