{"id":14002,"date":"2012-10-03T13:50:31","date_gmt":"2012-10-03T17:50:31","guid":{"rendered":"http:\/\/www.raleighpublicrecord.org\/?p=14002"},"modified":"2012-10-03T13:50:31","modified_gmt":"2012-10-03T17:50:31","slug":"council-supports-so-called-police-quota-system","status":"publish","type":"post","link":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/city-council\/2012\/10\/03\/council-supports-so-called-police-quota-system\/","title":{"rendered":"Council Supports So-Called Police \u201cQuota\u201d System"},"content":{"rendered":"<p>Raleigh City Council members Tuesday took no action on a new police evaluation program, effectively approving what some say amounts to a quota system for officers.<\/p>\n<p>The program, proposed by the Police Chief&#8217;s office, is a way to measure the effectiveness of police officers by establishing an informal quota that measures an officer\u2019s rate of on-duty activities such as arrests and traffic stops.<\/p>\n<p>Teamsters Local 391, a union that represents some Raleigh police officers, has come out against the system, calling it \u201ctroubling\u201d and \u201carbitrary.\u201d Other critics argue that the program will inevitably lead to more aggressive officers.<\/p>\n<p>Raleigh Police Chief Harry Dolan told the City Council\u2019s Law and Public Safety committee last week he doesn&#8217;t think that will happen.<\/p>\n<p>\u201cMany people think that a quota will cause our officers to enforce things they would have ignored in the past,\u201d Dolan said. \u201cBut that simply isn\u2019t the case. I\u2019m very confident in my officers and their discretion.\u201d<\/p>\n<p>A consultant has already been hired to evaluate the program, and the Law and Public Safety Committee directed the police department to share that final report with the city manager and City Council when it\u2019s finished.<\/p>\n<p>Dolan retired Thursday after working in law enforcement for 32 years.
