{"id":16322,"date":"2012-11-14T08:47:11","date_gmt":"2012-11-14T13:47:11","guid":{"rendered":"http:\/\/www.raleighpublicrecord.org\/?p=16322"},"modified":"2012-11-14T08:49:07","modified_gmt":"2012-11-14T13:49:07","slug":"southlight-and-neighborhood-reach-agreement","status":"publish","type":"post","link":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2012\/11\/14\/southlight-and-neighborhood-reach-agreement\/","title":{"rendered":"SouthLight and Neighborhood Reach Agreement"},"content":{"rendered":"<p>After 11 months of delay, an affordable housing project in South Raleigh is moving forward.<\/p>\n<p>Representatives from SouthLight are planning to build a 16-bedroom affordable housing complex for people suffering from substance abuse disorders or mental illness.<\/p>\n<p>Earlier this year, SouthLight requested $600,000 in funding from the city for a 32-bedroom complex, but the project size was decreased after new federal regulations were put in place.<\/p>\n<p>SouthLight is now requesting only $450,000 in funding from the city, a request councilors approved Tuesday in the Budget and Economic Development committee meeting.<\/p>\n<p><img loading=\"lazy\" class=\"aligncenter size-full wp-image-9970\" title=\"southlight_project_map\" src=\"http:\/\/www.raleighpublicrecord.org\/wp-content\/uploads\/2012\/01\/southlight_project_map.jpg\" alt=\"\" width=\"600\" height=\"431\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2012\/01\/southlight_project_map.jpg 600w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2012\/01\/southlight_project_map-336x241.jpg 336w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p>The complex will be built on SouthLight&#8217;s property located on Garner and Newcombe roads.<\/p>\n<p>According to the city&#8217;s Scatter Site Housing Policy, the property is located in a Priority IV area, meaning affordable housing wouldn&#8217;t normally be allowed.<\/p>\n<p>The policy aims to spread such supportive housing facilities to areas of the city that don\u2019t have a majority of minority or low-income residents.<\/p>\n<p>Councilors considered the request because SouthLight owns the property and purchased it in the early 1990s with the intention of building housing.<\/p>\n<p>The project quickly came under fire from area residents who said SouthLight did a poor job communicating with the neighborhood.<\/p>\n<p>Residents, particularly from the Biltmore Hills Neighborhood Association, said their main concern was safety as some potential residents may have criminal histories.<\/p>\n<p>Residents of the SouthLight community would stay for up to six months while undergoing various treatments.<\/p>\n<p>At Tuesday&#8217;s meeting, SouthLight CEO Tad Clodfelter said the organization has spent almost a year working with Biltmore Hills and the South Citizens Advisory Council in hopes of coming to a consensus.<\/p>\n<p>Along with downsizing the project and increasing a tree buffer between the property and the neighborhood, the complex will no longer have an entrance on Newcombe Road.<\/p>\n<div class=\"mceTemp mceIEcenter\">[media-credit name=&#8221;Ariella Monti&#8221;
