{"id":19496,"date":"2013-05-15T09:12:25","date_gmt":"2013-05-15T13:12:25","guid":{"rendered":"http:\/\/www.raleighpublicrecord.org\/?p=19496"},"modified":"2013-05-15T09:12:25","modified_gmt":"2013-05-15T13:12:25","slug":"southwest-raleigh-affordable-housing-project-loan-approved","status":"publish","type":"post","link":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/city-council\/2013\/05\/15\/southwest-raleigh-affordable-housing-project-loan-approved\/","title":{"rendered":"Councilors Agree to Southwest Raleigh Affordable Housing Project"},"content":{"rendered":"<p>Raleigh City Councilors Tuesday approved a funding request for a Southwest Raleigh affordable housing community during a special City Council meeting.<\/p>\n<p>DHIC applied for joint venture funding from the city for a $750,000 loan, which was approved unanimously by the City Council after a neighborhood meeting and discussion during a special Comprehensive Planning Committee meeting.<\/p>\n<p>The special meetings were held so that DHIC could meet state deadlines for tax credits that make the property financially viable.<\/p>\n<p>More than 50 members of the community attended the meeting; it had to be moved to the City Council chambers from its original location in a conference room in order to accommodate everyone.<\/p>\n<p>Affordable housing developer DHIC intends to build a 48-unit community at 2904 Tryon Road for families who make less than 60 percent of Raleigh&#8217;s average median income \u2014 about $45,000 a year for a family of four. The development will have one-, two- and three-bedroom apartments.<\/p>\n<p><small><a style=\"color: #0000ff;text-align: left\" href=\"https:\/\/maps.google.com\/maps?f=q&amp;source=embed&amp;hl=en&amp;geocode=&amp;q=2904+Tryon+Road,+Raleigh,+NC&amp;aq=0&amp;oq=2904+Tryon+Road&amp;sll=35.170517,-79.860994&amp;sspn=5.359968,11.634521&amp;ie=UTF8&amp;hq=&amp;hnear=2904+Tryon+Rd,+Raleigh,+Wake,+North+Carolina+27603&amp;t=h&amp;z=14&amp;iwloc=A\">View Larger Map<\/a><\/small>The project came under fire by area residents, who said that this would be the fourth affordable housing property within a mile.<\/p>\n<p>As with all affordable housing projects, the application was evaluated using the City&#8217;s Scatter Site Policy, which ranks areas of the city for affordable housing.<\/p>\n<p>Areas with less affordable housing are ranked higher than areas with more.<\/p>\n<p>While the DHIC project received a low score because of its location near other like communities, its overall score was high enough for city staff to consider it for funding.<\/p>\n<p>Councilor Russ Stephenson said he thinks the project was evaluated correctly and that it is a higher-quality project that what the market would put on the same site.<\/p>\n<p>The site&#8217;s zoning allows for residential projects, as well as office and retail uses.<\/p>\n<p>DHIC, he said, also conducts more strict background checks of potential residents than the open market.<\/p>\n<p>Councilors also asked that staff review the Scatter Site Policy and come back with recommendations about how it can be improved.<\/p>\n<p>Residents&#8217; concerns with parking, traffic and idling buses have been referred to the Public Works Committee for more discussion.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Councilors approved a loan Tuesday for an affordable housing project in Southwest Raleigh and will review how the City ranks priority areas. <\/p>\n","protected":false},"author":24029,"featured_media":19435,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":[],"categories":[4,15,23],"tags":[740,1088,1246],"_links":{"self":[{"href":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-json\/wp\/v2\/posts\/19496"}],"collection":[{"href":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-json\/wp\/v2\/users\/24029"}],"replies":[{"embeddable":true,"href":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-json\/wp\/v2\/comments?post=19496"}],"version-history":[{"count":0,"href":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-json\/wp\/v2\/posts\/19496\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-json\/wp\/v2\/media\/19435"}],"wp:attachment":[{"href":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-json\/wp\/v2\/media?parent=19496"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-json\/wp\/v2\/categories?post=19496"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-json\/wp\/v2\/tags?post=19496"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
