The filing period will end at noon July 19.<\/p>\n<p>More than 20 candidates had arrived by the time registration opened at noon. Each candidate was required to complete a 15-minute filing process.<\/p>\n<p>Raleigh City Councilman Randy Stagner is running for re-election in District A, and was the first candidate to complete the registration process on Friday. <\/p>\n<p>Another Friday filier was Tom Benton, running in District 1 for the Board of Education.
