Residents in one block of Cooke Street near downtown Raleigh, continued their annual tradition of closing off the street for a festival with food, music, crafts, drinks and more. <\/p>\n<p>And for those feeling at odds with the world or the gray weather, there was the advice booth where young women, all with brightly colored hair, were offering advice for $1 to $3. <\/p>\n\n\t\t\t<div
