On Wednesday, July 29, he turned in his resignation.<\/p>\n<p>The letter had come the day before. It was official. Instead of patrolling the streets of Raleigh, Wagner will tour the country, promoting his film at festivals and trying to raise money for the expanded version.<\/p>\n<p>\u201cI look back at my experience and I realize God has trained me and prepared me for what I\u2019m doing now,\u201d Wagner said.<\/p>\n<p>\u201cHe\u2019s still putting me through a training process.\u201d<\/p>\n<p>Raleigh Police Department Spokesman Jim Sughrue said the department would not elaborate on the decision not to grant Wagner\u2019s leave request. Local government units typically release only basic facts when an employee leaves.<\/p>\n<p>In a follow-up e-mail, Sughrue wrote:<\/p>\n<p>\u201cRobert Richard Wagner&#8217;s employment with the Raleigh Police Department began on June 11, 2007, and it ended with his resignation, which was effective July 29, 2014. At the time of his resignation he held the rank of senior officer and was assigned to the Field Operations Division.\u201d<\/p>\n<p>Those facts shed little light on the events that led Wagner to turn in his badge.<\/p>\n<p>\u201cMy agenda was to follow my calling that God has set out for me. Their agenda is to follow departmental policies and regulations,\u201d Wagner said. \u201cIf there could have been an exception made, it was denied.\u201d<\/p>\n<p><strong>\u00a0A Matter of Policy<br \/>\n<\/strong>Wagner had requested an unpaid leave of absence so he could take time to tour his short film, \u201cBragg \u2018N East\u201d at film festivals around the country and search for investors for a feature-length version.<\/p>\n<p>Department policy allows unpaid leave for two reasons: educational and emergency. Other personal leaves without pay are limited to 90 days in length.\u201d<\/p>\n<p><strong>The Movie<br \/>\n<\/strong>In 2012, after years of patrolling the same streets and witnessing the same problems manifesting themselves time and time again, Wagner reached a breaking point.<\/p>\n<p>In an\u00a0<a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2013\/07\/15\/raleigh-police-officers-upcoming-film-stirs-controversy\/\">interview<\/a>\u00a0last July, Wagner told the Record:<\/p>\n<p>\u201cI felt like I was beating my head into a brick wall \u2013 I asked God, why? It began with an attempt to treat every member of the community \u2013 even those he had locked up before and would lock up again \u2013 with unconditional love.<\/p>\n<p>At first, this was enough. But he soon realized he needed to do something that would help the community in a more tangible way.<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-medium wp-image-21874\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/08\/New_Bragg_N_East_Poster-336x504.jpg\" alt=\"New_Bragg_N_East_Poster\" width=\"336\" height=\"504\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/08\/New_Bragg_N_East_Poster-336x504.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/08\/New_Bragg_N_East_Poster.jpg 400w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><\/a><\/p>\n<p>He would make a movie, based on his experiences as a cop and his faith in God, and shoot on location in southeast Raleigh, employing local residents to work on and appear in the film.<\/p>\n<p>He would call it \u201cBragg \u2018N East,\u201d after a particularly crime-ridden intersection in the South Park neighborhood of southeast Raleigh. It would be faith-based, and focus on the transformations of a veteran police officer and a hardened criminal.<\/p>\n<p>Any profits would then be poured into his ministry, which would be used for revitalization and educational and employment opportunities for members of the South Park community.<\/p>\n<p><strong>The Production<br \/>\n<\/strong>Five months after Wagner\u2019s interview with the Record, \u201cBragg \u2018N East\u201d\u00a0<a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2013\/12\/19\/despite-some-complaints-work-begins-on-southeast-raleigh-film\/\">got made<\/a>. It was shot in three days and completed on a budget of around $15,000, far less than the $700,000 Wagner had initially sought.<\/p>\n<p>It was a short instead of a feature-length film, and Wagner himself took on the starring role in order to save money.<\/p>\n<p>It\u00a0<a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2014\/03\/07\/bragg-n-east-film-holds-early-test-screening\/\">debuted<\/a>\u00a0at the Living Arts College in north Raleigh in early March. Since then, it has received a number of award nominations at and invitations to multiple film festivals across the country.<\/p>\n<p>The Twin Rivers Multimedia Festival in Asheville named it an official selection in its 21<sup>st<\/sup>\u00a0annual festival this past July.<\/p>\n<p>The Gideon Film Festival in Florida nominated it for best sound and best production.<\/p>\n<div id=\"attachment_21867\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" class=\"wp-image-21867 size-medium\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/08\/photo-1-336x250.jpg\" alt=\"Wagnerpanel1\" width=\"336\" height=\"250\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/08\/photo-1-336x250.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/08\/photo-1-771x575.jpg 771w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/08\/photo-1.jpg 960w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><\/a><p class=\"wp-caption-text\">Gwinnett Center International Film Festival<\/p><\/div>\n<p>The Gwinnett Center International Film Festival in Georgia also named it an official selection, and Wagner sat on a \u201cDrama in Film\u201d panel there alongside several others, including Bragg \u2018N East Director Rob Underhill.<\/p>\n<p>Wagner is now seeking $400,000 for a feature-length version of the short. So far, he\u2019s raised around $20,000.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><br \/>\nA Controversial Start<br \/>\n<\/strong>Wagner knew from the beginning that his vision for \u201cBragg \u2018N East\u201d might conflict with his role as a police officer.<\/p>\n<p>In a June 3, 2013 meeting of the Central Citizens Advisory Council, Police Chief Cassandra Deck-Brown announced that Wagner would no longer be serving as a community officer in the Bragg Street area.<\/p>\n<p>Members of that CAC, including current chair Lonnette Williams, had gotten wind of Wagner\u2019s plans for the movie, and didn\u2019t like what they were hearing.<\/p>\n<p>The notion of a white cop coming in to \u201csave\u201d a black community struck them as racist, and outside of Wagner\u2019s purview as a police officer.<\/p>\n<p>\u201cHe was in this neighborhood as a police officer, not a missionary,\u201d Williams said at the time.<\/p>\n<div id=\"attachment_21872\"  class=\"wp-caption module image aligncenter\" style=\"max-width: 771px;\"><img loading=\"lazy\" class=\"wp-image-21872 size-full\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/08\/braggpark.jpg\" alt=\"The South Park neighborhood which Wagner used to patrol\" width=\"771\" height=\"349\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/08\/braggpark.jpg 771w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/08\/braggpark-336x152.jpg 336w\" sizes=\"(max-width: 771px) 100vw, 771px\" \/><\/a><p class=\"wp-caption-text\">The South Park neighborhood which Wagner used to patrol<\/p><\/div>\n<p>The criticism also gave birth to a second nickname for Wagner: the Great White Hope. The first? Wagz.<\/p>\n<p>Although department officials would not say whether Wagner\u2019s reassignment was the result of his film project, Wagner realized he would need to prepare for the possibility that he might have to decide between the movie and his job.<\/p>\n<p><strong>A Backup Plan<br \/>\n<\/strong>In order to offset the potential loss of Wagner\u2019s salary, he and his wife got into the vaporizer business \u2013 better known as e-cigarettes.<\/p>\n<p>\u201cWe started off doing small parties with friends,\u201d Wagner said. \u201cMy grandmother stopped smoking with it, she told me, \u2018If they only made these 50 years ago\u2026\u2019\u201d.<\/p>\n<p>Now, he and his wife run a shop in Knightdale specializing in the devices.<\/p>\n<p>\u201cI hate using the word e-cigarette,\u201d Wagner said. \u201cIt\u2019s such a negative term.\u201d<\/p>\n<p>\u201cI kind of struggled with it; I didn\u2019t know what the ministry and church people were going to think about this.\u201d<\/p>\n<p>\u201cIt has the ability to at least barely maintain what we\u2019ve been making, I pick up odds and ends here and there; we\u2019re not living rich,\u201d he said.<\/p>\n<p>Wagner has also not ruled out a potential return to law enforcement, although he is unsure if it would be with the Raleigh Police Department.<\/p>\n<p>Wagner said he left the department on good terms, and felt most of his co-workers and superiors supported his mission but were not allowed to speak out about it.
