{"id":21989,"date":"2014-09-25T07:16:32","date_gmt":"2014-09-25T11:16:32","guid":{"rendered":"http:\/\/raleighpublicrecord.org\/?p=21989"},"modified":"2014-09-25T05:12:19","modified_gmt":"2014-09-25T09:12:19","slug":"committee-to-study-business-improvement-districts","status":"publish","type":"post","link":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/city-council\/2014\/09\/25\/committee-to-study-business-improvement-districts\/","title":{"rendered":"Committee to Study Business Improvement Districts"},"content":{"rendered":"<p>A merchant who wants out of the Hillsborough Street Business District appeared before City Council again last week, this time joined by members of the Hillsborough Street Service Corporation.<\/p>\n<div id=\"attachment_7470\"  class=\"wp-caption module image alignright\" style=\"max-width: 336px;\"><img loading=\"lazy\" class=\"wp-image-7470 size-medium\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2011\/06\/hillsborough_street-336x213.jpg\" alt=\"Hillsborough Street\" width=\"336\" height=\"213\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2011\/06\/hillsborough_street-336x213.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2011\/06\/hillsborough_street.jpg 500w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><p class=\"wp-media-credit\">Payton Chung<\/p><p class=\"wp-caption-text\">Hillsborough Street<\/p><\/div>\n<p>Timothy Colgan is an attorney whose law office falls on the edge of the district and who believes the services offered by the corporation provide him no tangible benefit.<\/p>\n<p>\u201cI\u2019ve been paying for nothing \u2014 I don\u2019t think that\u2019s fair,\u201d Colgan said.<br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/>Jeff Murison, the executive director of the corporation, said he and Colgan would have to \u201cagree to disagree about the value it provides.\u201d<br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/>\u201cSometimes the value is direct and immediate and sometimes it\u2019s indirect and created over time, all properties over time benefit from having a cleaner and more desirable location,\u201d Colgan said.<br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/>Murison noted that before Colgan\u2019s complaint, the corporation had not been in touch with him about the benefits it provides \u2014 something it is working to change.<br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/>\u201cI never have received any benefit \u2014 direct or indirect \u2014 they even admitted they hadn\u2019t reached out to me in the five years its been in place,\u201d Colgan said.<br style=\"color: #222222;\" \/><br style=\"color: #222222;\" \/>\u201cI don\u2019t understand how he can tell you I\u2019m benefiting from what I\u2019m not receiving.\u201d<br \/>\n<br style=\"color: #222222;\" \/>Councilor Mary Ann Baldwin said the Law &amp; Public Safety Committee was going to be evaluating the general issue of businesses leaving a service district, but will not discuss Colgan\u2019s case specifically.<br \/>\n<br style=\"color: #222222;\" \/>However, even if Colgan were allowed to leave the district, it would not be effective until the end of the fiscal year, which would be June 2015.
