{"id":22292,"date":"2014-11-13T07:40:27","date_gmt":"2014-11-13T12:40:27","guid":{"rendered":"http:\/\/raleighpublicrecord.org\/?p=22292"},"modified":"2014-11-13T19:24:33","modified_gmt":"2014-11-14T00:24:33","slug":"design-completed-for-city-bicycle-projects","status":"publish","type":"post","link":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/transit\/2014\/11\/13\/design-completed-for-city-bicycle-projects\/","title":{"rendered":"Design Completed for City Bicycle Projects"},"content":{"rendered":"<p>In 2011, the City of Raleigh received a $1.1 million grant from the federal Congestion Mitigation and Air Quality Improvement (CMAQ) program to construct at least 27 miles of marked, on-road bicycle facilities.<\/p>\n<div id=\"attachment_18326\"  class=\"wp-caption module image alignright\" style=\"max-width: 336px;\"><img loading=\"lazy\" class=\"wp-image-18326 size-medium\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2013\/02\/spoke11-336x500.jpg\" alt=\"Hargett Street, next to a sharrow\" width=\"336\" height=\"500\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2013\/02\/spoke11-336x500.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2013\/02\/spoke11.jpg 403w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><\/a><p class=\"wp-media-credit\">Karen Tam <\/p><p class=\"wp-caption-text\">The city will soon be adding a number of new bike lanes<\/p><\/div>\n<p>In an email released on November 6, the City of Raleigh\u2019s Office of Transportation Planning announced that the design phase for the 30 projects planned through multiple consulting agencies is completed and construction will commence in spring 2015.<\/p>\n<p>Raleigh Public Record interviewed Jennifer Baldwin, the Bicycle and Pedestrian Coordinator, to discuss the impact of the marked, on-road bicycle facilities on bicyclists, drivers, and the environment as a whole, as well as the challenges the Bicycle &amp; Pedestrian Advisory Commission (BPAC) faced during the design stage.<\/p>\n<p>On improving the safety of bicyclists and reducing the possibility of collisions between cyclists and motor vehicles, Baldwin said the pavement markings will enable \u201cdrivers to know when and where to expect bicyclists\u201d and will help bicyclists know \u201cwhere to position themselves.\u201d<\/p>\n<p>Construction on the project will begin in the spring of 2015 for three primary types of facilities: shared lane markings, bike lanes or buffered bike lanes, and cycle tracks.<\/p>\n<p><img loading=\"lazy\" class=\"alignnone wp-image-22294 size-large\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/11\/bicycleprojects-771x194.jpg\" alt=\"bicycleprojects\" width=\"771\" height=\"194\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/11\/bicycleprojects-771x194.jpg 771w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/11\/bicycleprojects-336x84.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/11\/bicycleprojects.jpg 922w\" sizes=\"(max-width: 771px) 100vw, 771px\" \/><\/a><\/p>\n<p>According to city documents, shared lane markings \u201cencourages bicyclists to position themselves appropriately in lanes too narrow for a motor vehicle and a bicycle to comfortably travel side by side\u201d and \u201calerts motor vehicle drivers to the potential presence of bicyclists.\u201d<\/p>\n<p>The cost for implementing this construction project is low and widest-spread among those planned for the spring.<\/p>\n<p>Bike lanes or buffered bike lanes increase \u201cbicyclists comfort and confidence on busy streets,\u201d \u201ccreates separation between bicyclists and automobiles,\u201d and \u201cincreases the predictability of bicyclist and motorist positioning.\u201d<\/p>\n<p>While this type of construction project does allow for greater space between bicyclists and motorists, implementation will cost more for this type of project than for shared lane markings and is limited by roadway width.<\/p>\n<p>The final facility that was considered during the design phase was a cycle track that \u201cdedicates and protects space for bicyclists in order to improve perceived comfort and safety.\u201d It \u201celiminates the risk and fear of collisions with over-taking vehicles\u201d and is \u201cmore attractive for bicyclists of all levels and ages.\u201d<\/p>\n<p>It has the highest cost of the three facilities and a narrower application, as well as having the additional limitation of road width.<\/p>\n<div id=\"attachment_22296\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" class=\"wp-image-22296 size-medium\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/11\/bikemap-336x458.jpg\" alt=\"A map of the areas where the projects will be implemented\" width=\"336\" height=\"458\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/11\/bikemap-336x458.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/11\/bikemap.jpg 581w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><\/a><p class=\"wp-media-credit\">City of Raleigh<\/p><p class=\"wp-caption-text\">A map of the areas where the projects will be implemented<\/p><\/div>\n<p>While construction will take place throughout Raleigh, the bulk of the construction will occur downtown, adding to the existing bike infrastructure.<\/p>\n<p>Baldwin noted that BPAC conducted a significant public outreach program to gauge public reaction to the proposed changes and \u201creally engaged cyclists and property owners.\u201d Part of the public outreach program consisted of soliciting comments in affected areas by notifying people within those areas through postcards.<\/p>\n<p>In 2008, a year-long planning and public input process took place throughout Raleigh for the Raleigh Bicycle Transportation Plan, which was later adopted in 2009.
