It was going to set a bad precedent. It wasn\u2019t right for the neighborhood. And now it has building permits.<\/p>\n<p>The controversial Hillsborough Lofts project, one that has <a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2014\/04\/25\/development-beat-new-apartments-approved-for-hillsborough\/\">come<\/a>\u00a0<a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/city-council\/2014\/07\/03\/councilors-give-final-approval-to-controversial-hillsborough-street-project\/\">up<\/a>\u00a0<a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/city-council\/2014\/07\/05\/real-estate-sales-figures-climbing-for-raleigh\/\">quite<\/a>\u00a0<a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2014\/08\/29\/cv-drafthouse-gets-downsized-two-guys-demolished\/\">frequently<\/a>\u00a0in this space\u00a0was the recipient December 9\u00a0of seven separate permits totaling $6.1 million. The Future Land Use Map recommends a maximum of five for the area. Many critics\u00a0of the project at various city council and planning commission meetings noted they would have been happy with the project if it simply adhered to the five-story maximum.<\/p>\n<p>Of course, it didn\u2019t end up adhering to that, and will be built at its full seven stories. Controversial as it was, the project did manage to move along at a relatively good clip \u2014 planning commission recommended it for approval in <a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2014\/04\/25\/development-beat-new-apartments-approved-for-hillsborough\/\">April<\/a>, and building permits were issued in December.<\/p>\n<p>Hillsborough Lofts is just one of a number of new structures changing the landscape of the street. \u00a0<a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2013\/12\/27\/sharing-sadlacks-stories\/\">Sadlack\u2019s<\/a>\u00a0was demolished earlier this year to make way for a <a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2014\/04\/10\/development-beat-dix-apartments-and-mcclatchy-interactive-moving-downtown\/\" target=\"_blank\">new hotel<\/a> and the construction of a <a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2014\/05\/01\/development-beat-on-hillsborough-street\/\">massive student housing project<\/a> near the Zaxby\u2019s is also well underway.<\/p>\n<div id=\"attachment_21480\"  class=\"wp-caption module image aligncenter\" style=\"max-width: 771px;\"><img loading=\"lazy\" class=\"size-large wp-image-21480\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/05\/hborough2-771x578.jpg\" alt=\"The site of a future apartment complex on Hilsborough Street\" width=\"771\" height=\"578\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/05\/hborough2-771x578.jpg 771w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/05\/hborough2-336x252.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/05\/hborough2-1170x877.jpg 1170w\" sizes=\"(max-width: 771px) 100vw, 771px\" \/><\/a><p class=\"wp-media-credit\">James Borden \/ Raleigh Public Record<\/p><p class=\"wp-caption-text\">The site of a future apartment complex on Hilsborough Street<\/p><\/div>\n<p>The old clich\u00e9 about change is that isn\u2019t good or bad, it\u2019s just inevitable. And while this reporter has no particular nostalgia for the Hillsborough Street of old, he can imagine that every year more and more former college students who return to visit the area in hopes of rekindling memories of years past will instead find themselves crushed by a sense of impermanence and alienation. They may ask themselves, how did I get here? This is not my beautiful Hillsborough Street!<\/p>\n<p><img loading=\"lazy\" class=\"alignright size-full wp-image-22419\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/12\/fountainhead.jpg\" alt=\"fountainhead\" width=\"245\" height=\"206\" \/><\/a>The Hillsborough Lofts will be constructed by local company Fountainhead Design &amp; Build. For the curious, yes, Fountainhead\u2019s <a href=\"https:\/\/www.facebook.com\/FountainheadDesignBuild\">Facebook page<\/a> does use as its profile picture the title screen from the film adaptation of the Ayn Rand novel. The company\u2019s principal, James Baker, should be reassured to learn that this reporter is no socialist, and that this column is no soapbox, so he need not fear any smear campaign. Although hopefully there are no plans for a nude statue on the property.<\/p>\n<p>Once complete, the Hillsborough Lofts will offer 24 residential units and ground-floor retail.<\/p>\n<p>There was another apartment complex permitted the week of December 8, although it was one that has flown mostly under the radar \u2014 the Post Parkside at Wade, located off Wade Avenue not far from the PNC Arena. The area is relatively isolated save for the development itself \u2014 which includes these new apartments. The development will apparently consist of ten 3-story buildings, ranging in size from 35 to 70,000 square-feet.<\/p>\n<p>CF Evans and Company is the project\u2019s general contractor.<\/p>\n<p>Multifamily developments weren\u2019t the only ones getting issued New Building permits the second week of Deember, as the city granted permits to JM Thompson Company to build the <a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2013\/11\/07\/northeast-regional-library-plans-approved\/\">Northeast Regional Library<\/a> in a location so far up Capital Boulevard on Green Elm Lane that it\u2019s practically in Wake Forest.<\/p>\n<p>The only holdover from a 2003 library bond referendum, the project has taken more than a decade to come to fruition and is expected to come in at a final cost of $12 million. Image provided by Wake County.<\/p><\/div>\n<p>The new library wasn\u2019t the only public improvement project to procure permits that week, as four were issued to G&amp;G Builders of Wendell for work at the EM Johnson Water Treatment Plant on Falls of Neuse Road in North Raleigh.<\/p>\n<p>Although not as glamorous as a new library, the work at the plant will include additions on each end of the maintenance facility, one housing a shop expansion and the other a two-story office addition. Although originally budgeted at $3.3 million in the city\u2019s Capital Improvement Plan, G &amp; G was awarded the contract at the relative bargain price of $1.5 million. Johnson Water Treatment Plant<\/p><\/div>\n<p>It hasn\u2019t been a good year for Dunkin\u2019 Donuts in Raleigh \u2014 both the original Capital Boulevard location and the Hillsborough Street storefront have shuttered their doors. Energize.\u201d serve? Good question, let\u2019s check the company\u2019s \u201cmanifesto,\u201d which is <a href=\"https:\/\/www.freshii.com\/ca\/about#manifesto\">published<\/a> on its website and apparently written by Jaden Smith:<\/p>\n<p><i> When you are hungry and there is only a candy bar in sight, do you grab for that candy bar?<\/i><\/p>\n<p><i>Now, imagine if between your hand and that candy bar, we placed an apple? Might you choose that apple? Our goal is simple: Freshii wants to be that apple.<\/i><\/p>\n<p><i>Through our vision of \u2018Eat. Energize.\u2019 Freshii is focused on providing fresh and nutritious meal choices that energize people on the go.<\/i><\/p>\n<p>We\u2019re not sure if that means they serve candy bars, apples, or both, so we decided to check the menu. It\u2019s actually\u2026pretty normal.
