It has since received funding for the acquisition of land and improvement of areas in 2004 and 2007, when a majority of the public voted to allocate money to the program.<\/p>\n<p>\u201cIt\u2019s a good indication the public supports the open space program in general,\u201d Roylance said.<\/p>\n<p>The bond money in 2000 and 2004 were used entirely for the acquisition of land. This acquisition occurs through a rating process called the GIS model and a later request-for-proposals process.<\/p>\n<p>\u201cThe GIS model allows us to evaluate land in a very objective way,\u201d Snow said. \u201cWe did not want to be out there recreating the wheel. There was plenty of work already out there in the state.\u201d<\/p>\n<p>Roylance added, \u201cWe want to be more proactive about identifying the top properties, not just the ones that come to us at whatever value they choose.\u201d<\/p>\n<p>Commissioners had questions about the allocation of funds from the most recent bond.<\/p>\n<p>Roylance broke the numbers down, saying, \u201cWhat that means is that with $50 million, 75 percent would be used for open space acquisition, and up to 25 percent would be used for greenways and preserves.\u201d<\/p>\n<div id=\"attachment_1889\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" class=\"size-medium wp-image-1889\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2009\/05\/longstreet-greenway-off-six-forks-336x252.jpg\" alt=\"The Longstreet Greenway\" width=\"336\" height=\"252\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2009\/05\/longstreet-greenway-off-six-forks-336x252.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2009\/05\/longstreet-greenway-off-six-forks.jpg 533w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><\/a><p class=\"wp-caption-text\">The Longstreet Greenway<\/p><\/div>\n<p>Commisioners then highlighted the fact that the money used for land acquisitions was much higher than the money used for the construction of greenways. They wanted to see projects selected on a merit basis, rather than due to arbitrary allocation of money.<\/p>\n<p>Commissioner Hutchinson spoke of needed criteria for the selection of property\u2014priority properties, connectivity, and gateway properties that allowed people to experience nature.<\/p>\n<p>\u201cLet\u2019s look at the projects based on the projects,\u201d he said.<\/p>\n<p>An important direction commissioners gave was the need to keep the maximum funds the county would contribute to a joint project at 50 percent. This was especially true of greenway projects.<\/p>\n<p>\u201cWe have municipalities that when they submit their proposals, they will ask for reimbursement for trails that have already been built,\u201d Frank Cope, Community Services director, said. \u201cIt\u2019s fair to say that most municipalities will not spend money outside of their districts.\u201d<\/p>\n<p>Commissioner West asked near the end, \u201cDo we have an overall goal based on the GIS mapping, in terms of the total available land in the county?\u201d<\/p>\n<p>\u201c30 percent, but we\u2019re a long way from it,\u201d Cope said. He added, \u201cThere\u2019s no real bad way we can spend the money. Greenways versus open space.
