{"id":22705,"date":"2015-03-11T07:00:17","date_gmt":"2015-03-11T11:00:17","guid":{"rendered":"http:\/\/raleighpublicrecord.org\/?p=22705"},"modified":"2015-03-10T19:15:36","modified_gmt":"2015-03-10T23:15:36","slug":"moore-square-redevelopment-encounters-more-delays","status":"publish","type":"post","link":"https:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2015\/03\/11\/moore-square-redevelopment-encounters-more-delays\/","title":{"rendered":"Moore Square Redevelopment Encounters More Delays"},"content":{"rendered":"<p>The redevelopment of Moore Square has been a project long mired in the planning process, bedeviled by <a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2013\/08\/05\/licensing-issues-delay-moore-square-plan\/\">licensing issues<\/a>,\u00a0funding delays and mixed public feedback.<\/p>\n<p><img loading=\"lazy\" class=\"size-medium wp-image-22706 alignright\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/03\/UDCTalk-336x439.gif\" alt=\"UDCTalk\" width=\"336\" height=\"439\" \/>The project\u2019s latest setback was the cancellation in January of a talk hosted by the city\u2019s Urban Design Center on the future of Moore Square.<\/p>\n<p>A public records request revealed that the event scheduled for January 21 was canceled due to \u201cissues\u201d with the master plan design and the design, which needed to be fixed before getting people \u201cexcited about moving forward.\u201d<\/p>\n<p>The goal of the project, according to the 2011 Moore Square Master Plan, is to establish \u201ca forward looking vision for a 21st century urban space.\u201d There will be a \u201ccontinuous expanse of open lawn\u201d and \u201ca range of diverse landscape types and social activities.\u201d The vision is to have \u201ca variety of grand and impromptu performances, children\u2019s water play, weekend markets, street fairs and festivals.\u201d<\/p>\n<p>Emails obtained by the Record show a project that was moving forward with momentum after engaging in talks with Brad J. Goldberg. Goldberg is a Dallas-based artist who portrays himself to be an idea generator and who has worked collaboratively with artists, civic leaders and communities.<\/p>\n<p>On December 9, 2014, an email sent by Kim Curry-Evans, the public art coordinator for the city of Raleigh, detailed the scope of services and schedule of work required by Goldberg for the project. Goldberg was to be paid $15,000 in increments for an \u201cartwork concept design proposal,\u201d \u201cdesign team,\u201d and \u201cPADB.\u201d<\/p>\n<p>On December 22, Goldberg sent to Curry-Evans a \u201cmarked-up copy\u201d of the contract and the scope of services was updated on December 29. By January 12, documents were being exchanged between Curry-Evans and Goldberg regarding the Certificate of Insurance, which needed to show Goldberg had commercial general liability insurance.<\/p>\n<p>But on January 16, just days before the kickoff event that the city hoped would revitalize public interest in the Moore Square project, Beth Nooe of the Urban Design Center sent an email canceling the event.<\/p>\n<div id=\"attachment_21066\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" class=\"size-medium wp-image-21066\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/02\/mooresquare3-336x334.jpg\" alt=\"Moore Square Master Plan\" width=\"336\" height=\"334\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/02\/mooresquare3-336x334.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/02\/mooresquare3-140x140.jpg 140w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/02\/mooresquare3-771x766.jpg 771w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/02\/mooresquare3-60x60.jpg 60w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2014\/02\/mooresquare3-1170x1163.jpg 1170w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><p class=\"wp-caption-text\">Moore Square Master Plan<\/p><\/div>\n<p>Nooe wrote to Raleigh\u2019s web content manager Stephanie Currier, \u201cPlease pull all media alerts, remove website information and email text about Moore Square design lecture,\u201d and copied five other individuals in her email. She\u2019d write later to say that the scheduled speaker had pulled out at the last minute.<\/p>\n<p>Emails in the following days reveal a communication breakdown between the Parks, Recreation and Cultural Resources department, the Urban Design Center, and Public Affairs. Despite the cancellation, an email announcement toting the upcoming lecture was sent out by the city on January 19.<\/p>\n<p>When those involved with the project saw the announcement, a flurry of emails went out, with everyone trying to figure out why the announcement went out.<\/p>\n<p>It turned out the staff member in charge of the calendar had scheduled the event on Friday to be broadcast on Monday and then went on vacation. In explaining this cancellation to David Diaz of the Downtown Raleigh Alliance, Grant Meacci of the Urban Design Center said the cancellation was due to \u201c\u2019issues\u2019 with the master plan design and design team.\u201d<\/p>\n<p>\u201cPeople love it or hate it,\u201d Meacci said of the master plan in a phone interview. \u201cThere are not many people that are on the fence about it.\u201d He added, \u201cPeople bring it up again when they have an ax to grind.\u201d<\/p>\n<p>Despite these issues, the city still plans to make an effort to involve the public in its plans for the future of the project.
