In January, Ro was charged and arrested, as property was sold before the expiration of the mandatory hold placed on pawnshop acquisitions.<\/p>\n<p>With this new information, the committee denied the pawnbroker license application.<\/p>\n<p>The future of short-term rentals in Raleigh was also discussed. The chief aim of the committee meeting was to direct staff to explore options for allowing more short-term rentals in residential districts. That process would take place via new zoning regulations or special use permits.<\/p>\n<p>\u201cI\u2019m for new technology, and not many are,\u201d Councilor Odom said. \u201cBut the implementation of this is going to affect a great many people so we need to be careful about this.\u201d<\/p>\n<p>Some of the issues raised in the meeting concerned possible parking violations due to the influx of people seeking short-term rentals and the possibility of someone buying property and turning into a boardinghouse.<\/p>\n<p>The citizens in attendance spoke highly of Airbnb, which is a company that matches renters with \u201cunique places to stay from local hosts,\u201d according to the company\u2019s website. They said that because Airbnb \u201craids\u201d establishments to see what the quality of the living conditions are, the company forces them to adhere to a high standard concerning the living conditions.<\/p>\n<p>\u201cI feel comfortable because there\u2019s always someone there and I know who they are,\u201d Jim Mellon, who rents out an apartment in his basement, said.<\/p>\n<p>Greg Stebbin, another Airbnb supporter, talked about how Raleigh is a tech-savvy city and that turning their backs on Airbnb would cause the city to lose business from tech companies.<\/p>\n<p>\u201cIf we turn our back on this, we prove we aren\u2019t a tech-savvy city,\u201d Stebbin said. He added, \u201cI think Airbnb is an incredible opportunity for the city of Raleigh.\u201d<\/p>\n<div id=\"attachment_22451\"  class=\"wp-caption module image alignleft\" style=\"max-width: 336px;\"><img loading=\"lazy\" class=\"size-medium wp-image-22451\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/01\/architectcrowd1-336x183.jpg\" alt=\"The Architect Bar and Social House held in January a forum on room-rentals in Raleigh\" width=\"336\" height=\"183\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/01\/architectcrowd1-336x183.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/01\/architectcrowd1-771x421.jpg 771w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/01\/architectcrowd1-1170x639.jpg 1170w\" sizes=\"(max-width: 336px) 100vw, 336px\" \/><\/a><p class=\"wp-media-credit\">James Borden \/ Raleigh Public Record<\/p><p class=\"wp-caption-text\">The Architect Bar and Social House held in January a forum on room-rentals in Raleigh<\/p><\/div>\n<p>The committee also discussed the issue of taxing the short-term rentals.<\/p>\n<p>Councilor Baldwin said that it might be possible to collect back taxes through the information collected by the Wake County government and the city of Raleigh. \u201cOne of the requirements for doing business in this city is to collect and pay taxes.\u201d<\/p>\n<p>Travis Crane, the planning and zoning administrator for the city of Raleigh, said the these establishments have been allowed in a limited number of zoning districts throughout the city under the \u201cbed-and-breakfast\u201d code which allows businesses to operate in residential areas. Many requires special permits.<\/p>\n<p>\u201cIt\u2019s important to know that this isn\u2019t a new issue,\u201d Crane said.<\/p>\n<p>The committee directed Crane to explore the options of drafting zoning regulations with specific standards for short-term rentals and of issuing special use permits for these establishments.<\/p>\n<p>\u201cI\u2019m a business guy,\u201d Councilor Odom said. \u201cI think about business all the time. I think this is a good idea.
