The case concerned a 6.4 acre property that is currently zoned both residential-10 and residential-4. He added that the townhomes would be grouped together in the northern section of the property, allowing for a tree buffer to the south to mitigate stormwater runoff.<\/p>\n<p><strong>Neighborhood Resident \u201cYou\u2019re Not Going to Stop that Water\u201d<br \/>\n<\/strong><\/p>\n<p>A group of neighborhood residents spoke out in opposition of the rezoning at Tuesday\u2019s public hearing. A video was played, showing the flooding of properties along the south side of the property. and there was concern expressed that the development would cause more flooding problems in the area.<\/p>\n<p>Linda Anderson, one neighborhood resident, said the creek that runs along the south side of the property has gotten worse over time.<\/p>\n<p>\u201cYou\u2019re not going to stop that water,\u201d she said. \u201cThat area is set up for flooding from my house on down.\u201d<\/p>\n<div id=\"attachment_23060\"  class=\"wp-caption module image aligncenter\" style=\"max-width: 771px;\"><img loading=\"lazy\" class=\"size-large wp-image-23060\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/05\/hborotownhome2011-771x514.jpg\" alt=\"A 2011 photo of the site\" width=\"771\" height=\"514\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/05\/hborotownhome2011-771x514.jpg 771w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/05\/hborotownhome2011-336x224.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/05\/hborotownhome2011.jpg 783w\" sizes=\"(max-width: 771px) 100vw, 771px\" \/><\/a><p class=\"wp-media-credit\">Wake County<\/p><p class=\"wp-caption-text\">A 2011 photo of the site<\/p><\/div>\n<p>Other residents echoed her concerns, arguing that \u201cthe water\u2019s going to go where it wants to go\u201d and \u201cone of our major concerns is that the runoff would cause problems for our neighborhood.\u201d<\/p>\n<p>The case was deferred so the applicant could address some of the neighborhood residents\u2019 concerns.<\/p>\n<p><strong>Rezoning Case on Louisburg Road Found Not in Public\u2019s Interest<\/strong><\/p>\n<p>The rezoning case on Louisburg Road \u2014 Z-4-15 \u2014 was denied. The case concerned a .61 acre parcel in North Raleigh not far from 540. The proposed rezoning was to commercial mixed-use with a three-story height cap. A staff presentation showed there was a car repair business to the south and a shopping center across the street. The rezoning would increase residential density and allow for certain uses, including vehicular repair and carwash.<\/p>\n<div id=\"attachment_23018\"  class=\"wp-caption module image aligncenter\" style=\"max-width: 771px;\"><img loading=\"lazy\" class=\"size-large wp-image-23018\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/05\/cardealership-771x517.jpg\" alt=\"The site in question\" width=\"771\" height=\"517\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/05\/cardealership-771x517.jpg 771w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/05\/cardealership-336x225.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/05\/cardealership.jpg 791w\" sizes=\"(max-width: 771px) 100vw, 771px\" \/><\/a><p class=\"wp-media-credit\">Wake County<\/p><p class=\"wp-caption-text\">The site in question<\/p><\/div>\n<p>The rezoning was found to be inconsistent with the future land use map and urban form map and the northeast citizens advisory council <a href=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/news\/2015\/05\/20\/northeast-cac-votes-against-new-car-dealership\/\">voted 8-5<\/a> in opposition of the rezoning.<\/p>\n<p>Alexander Wigs, the applicant, said the main reason the CAC voted against the rezoning was because of misinformation and the possibility that the development would cause the street to look like Capital Boulevard, a concern that has come up in regards to a number of rezoning and site plan cases.<\/p>\n<p>Commissioner Joseph Lyle noted that he lived near this location and had driven past many times. It was an odd-shaped parcel, he said, with accessibility issues that had seen a number of developments come and go.<\/p>\n<p>Commissioner Adam Terando said he had concerns about the property and was not in favor.
