Available\u00a0outreach programs are available in collaboration with Parks and Recreation.<\/li>\n<li>The upcoming\u00a0National Night Out (first Tuesday in August) involving community Crime Watch groups are\u00a0encouraged to get involved by contacting him for more information at (919) 796-9653 or\u00a0email <a href=\"mailto:George.porter@raleighnc.gov\">George.porter@raleighnc.gov<\/a> .<\/li>\n<li>On vehicle break-in: reports state that 97% affected\u00a0were unlocked. On Greenways: \u2018please\u2019 stay on greenway paths were there are police call\u00a0boxes for your safety<\/li>\n<li>Parks and Recreation: Heather O\u2019Brien noted that Pullen Park is competing as \u2018A Great\u00a0Place\u2019 as contender for statewide recognition. She announced local community center\u00a0activities and summer camps.<\/li>\n<\/ol>\n<ol>\n<li><strong>NECAC<\/strong> <strong>Business<\/strong><\/li>\n<li>Meeting Notes were approved from April 10, 2014 meeting<\/li>\n<li>NECAC business yielded to discussions on Z-6-2014 and Z-10-2014 rezoning cases<\/li>\n<\/ol>\n<p><strong>III.<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Z-6-2014<\/strong> <strong>Raleigh<\/strong> <strong>Beach<\/strong> <strong>Road<\/strong> <strong>Development<\/strong><\/p>\n<ol>\n<li>Andy Petsh, attorney presented an overview of the property. The developer will be the\u00a0investor in the property for the long term comprising of apartments, and townhomes.<\/li>\n<li>Zoning\u00a0is a combination of industrial and R-4. Part of property is legacy therefore part of city\u00a0remapping work. Developers agree to a maximum height limit of four stories showing 3\u00a0heights on front of building and fourth based on land slope. They have agreed to a protective\u00a050 foot setback from roads as minimum from existing homes with intent to create an\u00a0improved transition with exiting community.<\/li>\n<li>There will be 650 dwellings maximum which\u00a0includes apartment houses using fencing along residential areas as buffers. Citizens discussed\u00a0the \u2018Traffic Impact Analysis\u2019 presented by developer\u2019s engineering firm which goes to city\u00a0staff for review and recommendations. Input is still possible with the Planning Commission\u00a0and Council.<\/li>\n<li>It was noted that if this case is defeated the land could become available for full\u00a0commercial development such as a \u2018big box\u2019 store. Townhome anticipated costs is at\u00a0$220,000 to $240,000. Traffic concerns were expressed regarding children crossing roads\u00a0near swimming pools and need for solutions to traffic calming.<\/li>\n<li>HOA\u2019s were actively involved\u00a0with city transportation staff and developers. Both Edgewater and Hedingham were contacted\u00a0requesting they share information with their respective communities since February 2014.<\/li>\n<li>Prior to this meeting votes had been delayed to review the \u2018Traffic Impact Analysis\u2019.<\/li>\n<li>The group after much discussion agreed to endorse the terms of the rezoning designation with\u00a0proposed conditions for a residential development by a vote of 33 approved to 25 opposed.<\/li>\n<\/ol>\n<ol>\n<li><strong>Z-10-2014<\/strong><\/li>\n<li>A rezoning request of 3.72 acres at Fox Road from R-1 &amp; SC CUD to CX-5-PL-CU was\u00a0presented by the owner\u2019s attorney. The presentation covered the Comprehensive Plan\u00a0consideration to mix use at five (5) stories height. \u2018PL\u2019 designation limited front building\u00a0parking area to encouraging closer proximity to the road.<\/li>\n<li>This project was designated by the\u00a0planning department to be consistent with Comprehensive Plan and Land Use Map with a\u00a0recommended traffic to follow. The first phase will be rezoning and once done then site\u00a0planning issues will be addressed based on the actual development. Types of uses could be:\u00a0general retail or professional offices, and residential apartments.<\/li>\n<li>The group discussed the\u00a0challenges of the traffic hazards at Fox Road, Louisburg, and Sumner Roads requiring\u00a0attention and possibly new traffic lights to manage confusing travel patterns. The city will\u00a0recommend traffic solutions based on the developer\u2019s engineers \u2018Traffic Impact Study\u2019\u00a0findings.\u00a0It is unknown what the \u2018highest and best use\u2019 will be for the property with traffic being the\u00a0greatest concern.<\/li>\n<li>NECAC chair encouraged attending citizens to petition Council about\u00a0traffic concerns as the proper venue.
