Vice-Chairperson Lillian\u00a0Thompson presided. The meeting was called to order at 7:08pm.<\/p>\n<p><strong><u>Parks<\/u><\/strong><u> <strong>and<\/strong> <strong>Recreation<\/strong> <strong>Report<\/strong><\/u>: Jud Dunlevy reported on various activities currently underway and\u00a0upcoming. Among the new activities starting in September are Insanity\u00ae (an adult cardio-based body\u00a0conditional program for all fitness levels), youth dance classes, art classes for all ages, youth\u00a0basketball, etc. Details are available on line at <strong>raleighnc.gov<\/strong>.<\/p>\n<p><strong><u>Community<\/u><\/strong><u> <strong>Inspections<\/strong><\/u>:\u00a0\u00a0\u00a0 Chris Boyd, City of Raleigh Inspections, Housing and Environment\u00a0Division, talked about various public nuisance issues to which the city Inspections Department\u00a0responds, including over-grown grass, deserted vehicles, junk, etc. Also included are any nuisance\u00a0issues that can be viewed from the street. Complaints may be registered on line (search SeeClickFix)\u00a0or by calling 919-996-2444.<\/p>\n<p>The issue of uncut grass and vegetation under power lines, etc. was discussed and the\u00a0recommendation made was for as many neighbors as possible to call the power line company\u00a0repetitively until the issue was resolved.<\/p>\n<p><strong><u>Police<\/u><\/strong><u> <strong>Report<\/strong><\/u>: Officer George Porter reported on burglaries taking place along Buffaloe Road.\u00a0Residents are encouraged to be observant of unusual activity and vehicles and call police. Also when\u00a0drug trafficking is suspected, police should be notified. Porter again strongly encouraged home\u00a0owners to install home burglar alarm systems, noting them to be the most effective crime deterrent.<\/p>\n<p>He also encouraged keeping a record of serial numbers of electronics, or marking them with one\u2019s\u00a0driver\u2019s license number for identification when stolen items are recovered. Porter also recommended\u00a0taking photos of small items such as jewelry that don\u2019t have a serial number or cannot be marked for\u00a0identification.<\/p>\n<p>Porter also addressed issues of loud music and homeless people on private property.<\/p>\n<p><strong><u>Community<\/u><\/strong><u> <strong>Services<\/strong><\/u>:\u00a0\u00a0 City Staff Liaison Kevin Smith told about Raleigh\u2019s <u>Neighborhood Exchange\u00a0<\/u>which will be held September 21 at the McKimmon Center and is open to the public. Sessions include\u00a0possible ways to remedy traffic problems in neighborhoods, neighborhood success stories, leadership\u00a0training, details about the city\u2019s UDO.<\/p>\n<p>There will also be sessions for Youth and for Spanish residents.\u00a0Paul Brant will be one of the UDO session presenters. There will be door prizes, a continental\u00a0breakfast and informative exhibits. The luncheon will feature highly respected home-town resident\u00a0Zinith Barbee as the keynote speaker. Barbee will share his remarkable life journey from apathy,\u00a0through personal crisis, to community care and to \u201crock star\u201d status.<\/p>\n<p>Vice Chairperson Lillian Thompson told about a Raleigh Television Network (RTN) <u>Producers<\/u><u>Workshop<\/u> on September 21 being offered by the city&#8217;s television station where citizens may learn\u00a0how to prepare and produce television programs\/documentaries.<\/p>\n<p>Paul Brant spoke about the Raleigh CAC\u2019s annual <u>Neighborhood Recognition Awards program<\/u> to\u00a0recognize individuals\/businesses\/institutions that have made significant contributions to their local\u00a0communities. This year\u2019s event will be October 16 and he invited recommendations from our local\u00a0NECAC that warranted such recognition. Michi Vojta was nominated for her work in coordinating and\u00a0spear-heading opposition to the rezoning of the property at New Hope and Buffaloe Roads. While\u00a0there were many people involved in this case that was contrary to the best interest of the\u00a0neighborhood and community, the consensus was that Michi Vojta would represent the group and be\u00a0recognized for her leadership and concern for the community\u2019s welfare.<\/p>\n<p><strong><u>Minutes<\/u><\/strong> of the August 8, 2013 NECAC minutes were approved.<\/p>\n<p>A suggestion was made to initiate a local forum for citizens in our area to become acquainted with\u00a0the UDO (Unified Development Ordinances) and how it impacts local property. Paul Brant suggested\u00a0we have a brief presentation to acquaint people with the UDO website and answer questions related\u00a0to a case like Z-4-13 and how it would be handled under a UDO scenario.<\/p>\n<p><strong><u>City<\/u><\/strong><u> <strong>News<\/strong><\/u>:\u00a0\u00a0\u00a0\u00a0 Congratulations to Amy Simes (NECAC Zoning Committee Chair) who has been named\u00a0to Raleigh Bicycle and Pedestrian Advisory Commission.<\/p>\n<p>Lillian Thompson will attend the regional Parks for Life Symposium and make a report at the next\u00a0NECAC meeting. <u><\/u><\/p>\n<p>Citizens are encouraged to vote for Wake County Board of Education members and Raleigh Council\u00a0members on October 8. The Wake County School Bond and the Raleigh Transportation Bond are also\u00a0on the ballot.\u00a0\u00a0\u00a0\u00a0 Information about the candidates, the school bond and transportation bond issues as\u00a0well as a sample ballot for your name and address are available on line at <strong>wakegov.com<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>Neighborhood<\/u><\/strong><u> <strong>Reports<\/strong><\/u>: Michi Vojta reported that the Raleigh City Council had rejected Z-4-13\u00a0(rezoning of the property at New Hope and Buffaloe Roads). She thanked all who had supported the\u00a0rejection activity and reminded all that it is important to pay attention to future requests, especially\u00a0under the new UDO.
