NECAC<\/u><\/strong> MINUTES<\/strong><\/u><\/p>\n

December<\/strong> 12,<\/strong> 2013<\/strong><\/p>\n

A meeting of the Northeast Citizens Advisory Council (NECAC) was held on Thursday, December 12, 2013,\u00a0at the Marsh Creek Community Center, 3050 New Hope Road, Raleigh. Chairperson Michi Vojta called the\u00a0meeting to order at 7:08 pm.<\/p>\n

Parks<\/u><\/strong> and<\/strong> Recreation<\/strong> Report<\/strong><\/u>: Heather O\u2019Brien, Marsh Creek Parks and Recreation Supervisor, reported\u00a0that the winter Leisure<\/strong> Ledger<\/strong> (January-April) was available and noted some of the opportunities\u00a0available, including art classes and fitness programs. Zumba and adult basketball are currently underway;\u00a0Junior basketball will begin in January.<\/p>\n

Housing<\/u><\/strong> and<\/strong> Neighborhood<\/strong> Preservation<\/strong><\/u>:\u00a0\u00a0 Chris Boyd, City of Raleigh Inspector, Housing &\u00a0Environment Division, discussed some of the issues he addresses as City of Raleigh Inspector. Recent\u00a0issues involved home repairs\/vacant houses and fences on homeowner property perimeters. He stated that\u00a0the recently implemented Unified Development Ordinances (UDO) require a zoning permit for fences and\u00a0storage buildings to assure ordinance compliance. He also stated that building inspections continue while a\u00a0building is under construction and continue annually when construction extends past the indicated\u00a0completion date. Variances or special needs may be presented to the City Council for consideration.<\/p>\n

Police<\/u><\/strong> Report<\/strong><\/u>: City of Raleigh Crime Prevention Officer George Porter reported that home burglaries were\u00a0occurring in the Cardinal Hills\/Kyle Drive area and encouraged Community Watch participation.<\/p>\n

On another\u00a0issue, Porter requested input from those at the meeting regarding a request by Picasso Pawn Shop to open\u00a0a second location on Capital Boulevard in the former Perkins restaurant building at 2657 Appliance Court.\u00a0Porter explained the city now requires documentation of feedback from the neighborhood in its approval\u00a0process.<\/p>\n

The sentiments expressed were overwhelmingly opposed to this, citing the preponderance of\u00a0existing pawn shops in the area and the concern of its contribution to the declining business environment\u00a0along Capital Boulevard.<\/p>\n

Community<\/u><\/strong> Services<\/strong><\/u>: Kevin Smith, City of Raleigh Community Services liaison for the NECAC noted that\u00a0the department was making staff changes but that he would continue to service the NECAC as its staff\u00a0liaison.<\/p>\n

Minutes<\/u><\/strong>:\u00a0 the November 14, 2013 minutes of the NECAC meeting were approved.<\/p>\n

A replacement for retiring secretary Erika Rosenberger is being sought immediately. Chair Michi Vojta\u00a0noted that nominations for the other NECAC officers for 2014 would be accepted at the January meeting\u00a0and requested volunteers.<\/p>\n

City<\/u><\/strong> News\/<\/strong> Neighborhood<\/strong> Reports<\/strong><\/u>:\u00a0\u00a0 Michele McIntosh is preparing a citizens petition to City Council on\u00a0behalf of the Northeast CAC for a small area study and an amendment to the 24\/7 ordinance for the New\u00a0Hope and Buffalo Road intersection.<\/p>\n

Adjournment<\/u><\/strong>: As the meeting was adjourned at 8:05 pm, Erika Rosenberger was recognized for five\u00a0years of service as NECAC Secretary and was presented with a lovely camellia shrub in bloom and a plaque.\u00a0Refreshments were served.<\/p>\n","protected":false},"excerpt":{"rendered":"
