First Vice Chair Lillian Thompson\u00a0presided. The meeting was called to order at 7:09 pm.<\/p>\n<p><strong><u>Parks<\/u><\/strong><u> <strong>and<\/strong> <strong>Recreation<\/strong> <strong>Report<\/strong><\/u>: Heather O\u2019Brien reported on various activities currently underway and\u00a0upcoming. The January \u2013 March <strong>LeisureLedger<\/strong> is available. She said The City of Raleigh Parks,\u00a0Recreation and Cultural Resources Department has begun a detailed citywide process that will guide the\u00a0design, development and delivery of the city\u2019s parks and recreational service for the next 20 years and\u00a0citizens were invited to participate.<\/p>\n<p>On the city\u2019s web site <strong><u>raleighnc.gov<\/u><\/strong>, go to\u00a0<strong><u>www.YourParksYourFuture.com<\/u><\/strong> to learn more. Also, she mentioned the public is invited to the\u00a0Mordecai Holidays Open House December 13-15. Rooms will be Christmas decorated to represent colonial\u00a0days through WWII. Admission is free.<\/p>\n<p><strong><u>Police<\/u><\/strong><u> <strong>Report<\/strong><\/u>: Crime Prevention Officer George Porter reported that motor vehicle and home burglaries\u00a0were continuing and again strongly urged citizens to remove or hide valuables and lock their vehicles and to\u00a0have security alarms installed in their homes. Also, stenciling a driver\u2019s license number on valuables and\/or\u00a0taking photos of valuables will facilitate identification of recovered items and return to property owners.<\/p>\n<p>There have been several burglaries in the Stowecroft subdivision that have involved perpetrators with a gun\u00a0approaching homeowners as they return home. He again reiterated that citizens should call police \u2013 911 \u2013\u00a0immediately when anything like this happens and\/or when they observe strangers or suspicious individuals\u00a0in the area.\u00a0\u00a0\u00a0 The bottom line is to always be cautious of your surroundings and report things out of the\u00a0ordinary to the police!\u00a0\u00a0\u00a0 It was also noted that people can go on line to <u>spotcrime.com<\/u> to learn about\u00a0current criminal activity in their neighborhood.<\/p>\n<p><strong><u>Community<\/u><\/strong><u> <strong>Inspections<\/strong><\/u>: Chris Boyd, City of Raleigh Inspections, Housing and Environment Division,\u00a0talked about various public nuisance issues to which he and other city inspections respond, including such\u00a0things as debris and over-grown grass, deserted vehicles, junk, etc. Complaints may be registered on line\u00a0(search SeeClickFix) or by calling 919-996-2444.<\/p>\n<p><strong><u>Community<\/u><\/strong><u> <strong>Services<\/strong><\/u>: City Staff Liaison Kevin Smith noted that the city has Neighborhood Improvement\u00a0Funds and other resources that may be used to improve\/beautify neighborhoods and for stimulating\u00a0neighborliness and communications in a community; also in organizing group activities benefiting the\u00a0community.<\/p>\n<p><strong><u>Minutes<\/u><\/strong>\u00a0\u00a0\u00a0 of the October 10, 2013 NECAC meeting were approved.<\/p>\n<p><strong><u>Neighborhood<\/u><\/strong><u> <strong>Reports<\/strong><\/u>:\u00a0\u00a0 Lillian Thompson presented a paper (copy attached) proposing the development of a Small Area Plan, citing the impact of the recent rezoning case Z-3-14 which was inappropriate for\u00a0the location. She also noted there were other properties within the NECAC territory that fit the same profile\u00a0and development probabilities and that current zoning and ordinances were quite broad which would allow\u00a0similar unwelcome scenarios.<\/p>\n<p>A motion was made that a petition be prepared and presented to the City\u00a0Council requesting that the Planning Department prepare ordinances that more clearly define the nature of\u00a0development appropriate within residential neighborhoods.
