We adopted one here in 2005.<\/p>\n<p>\u201cWell it\u2019s ten years later and we haven\u2019t ended homelessness,\u201d<\/p>\n<p>Of the 887 homeless \u2014 which does not include people staying with friends, or living in a motel room they are paying for, 123 are veterans. 494 are men, 386 were women.<\/p>\n<p>Overdorf noted that these figures only included those whom they were able to count, and who met the criteria of being homeless as set by the federal government. The numbers also come from a count done one night in January. The actual number of homeless in Wake County, she said, could be as high as four times the official number.<\/p>\n<p>The number of women now homeless was a significant cause for concern, Overdorf said, as it had grown much faster than the overall rate of homelessness in the area.<\/p>\n<p><strong>The Roots of Homelessness<br \/>\n<\/strong><br \/>\nOverdorf explained that people become homeless for a variety of reasons, not all of them obvious.<\/p>\n<p>They include factors such as under and unemployment, generational poverty, addiction and a decline in public assistance.<\/p>\n<p>Overdorf said many homeless people are ones transitioning out of foster homes, jails and hospitals. The most common face of homelessness, she said, was mental illness.<\/p>\n<p>\u201cA lot of homeless people though, you\u2019d be shocked,\u201d she said.<\/p>\n<p>Alice McGee, the pastor at Church in the Woods, an outreach program that serves to help the homeless, said she had seen more causes for homelessness than people could imagine.<\/p>\n<p><div id=\"attachment_23291\"  class=\"wp-caption module image aligncenter\" style=\"max-width: 771px;\"><img loading=\"lazy\" class=\"size-large wp-image-23291\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/06\/pooleroadchurchwoods-771x578.jpg\" alt=\"Church in the Woods\" width=\"771\" height=\"578\" srcset=\"https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/06\/pooleroadchurchwoods-771x578.jpg 771w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/06\/pooleroadchurchwoods-336x252.jpg 336w, https:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2015\/06\/pooleroadchurchwoods.jpg 960w\" sizes=\"(max-width: 771px) 100vw, 771px\" \/><\/a><p class=\"wp-media-credit\">Church in the Woods<\/p><p class=\"wp-caption-text\">Church in the Woods<\/p><\/div>One example she cited is the number of fully employed homeless, many of whom are immigrants who can\u2019t afford a place to live because they are sending all of their money back home to their family.<\/p>\n<p>Many of the cases she deals with, however, are much more tragic.<\/p>\n<p>\u201cOne guy was a terrible addict, and I asked him, \u2018How did you get so addicted to heroin? How long have you been addicted?\u2019<\/p>\n<p>\u201cWell I\u2019ve been a heroin addict since I was four years old.\u201d<\/p>\n<p>The man\u2019s mother, McGee explained, worked nights, and would shoot her children up with heroin to make sure they remained asleep while she was gone.<\/p>\n<p>\u201cOne lady we found her living in a large doghouse; it was the only place she could go to curl up and sleep,\u201d McGee said.<\/p>\n<p><strong>The Homeless and Law Enforcement<\/strong><\/p>\n<p>Office Ken Koswaller with the Raleigh Police Department said one of the things they work to do is direct people toward the many resources available in the community.<\/p>\n<p>When a complaint is called in on an a homeless individual, Koswaller said the police work to identify the individual, and then determine whether the property is private, public posted, city or county. Once he determined, through a process that involved many different city departments, that the land they were camping on was private, Koswaller said they issued a warning that they would have to leave or be arrested within a day or so.<\/p>\n<p>The property owner, then, became responsible for clearing the two dwellings which had been constructed there.<\/p>\n<p>Many of the complaints, however, revolve around quality of life laws such as trespassing, begging, ABC and controlled substance violations and disorderly conduct, Koswaller said.<\/p>\n<p>The police must then determine whether a crime has been committed, and decide whether to issue a warning, citation or arrest the individual.<\/p>\n<p><strong>The Homeless and the Community<\/strong><\/p>\n<p>Co-Chair of the Atlantic CAC Charity VanHorn helped to organize the panel on homelessness for the June 18 meeting.<\/p>\n<p>VanHorn also came prepared with a series of questions for those panelists, such as Officer Koswaller.<\/p>\n<p>\u201cI live in Pine Knolls, and the property behind Adventure Landing is private property, and I don\u2019t if anyone back there has reached out to the church or have you walked the grounds to see if anybody\u2019s there?\u201d<\/p>\n<p>Koswaller said to his knowledge there were no longer any homeless individuals staying on that piece of land.<\/p>\n<p>VanHorn also wanted to know what to do when a homeless person leaves some of their belongings on her property, saying she doesn\u2019t want to throw it away, but that she doesn\u2019t just want to leave it sitting there either.<\/p>\n<p>\u201cI feel bad getting rid of your stuff if that\u2019s all you have,\u201d she said.<\/p>\n<p><div id=\"attachment_19900\"  class=\"wp-caption module image aligncenter\" style=\"max-width: 771px;\"><img loading=\"lazy\" class=\"size-large wp-image-19900\" src=\"http:\/\/theraleighcommons.org\/raleighpublicrecord\/wp-content\/uploads\/2013\/06\/mooresq6-771x511.jpg\" alt=\"Sitting on the grass in Moore Square, Larry Underwood, left, says he sleeps outdoors and Samuel L. Johnson, right, has a place to live on Avent Ferry Road.<\/p><\/div>It is an issue many face \u2014 they want to help, but they also don\u2019t necessarily want homeless people living in their backyards, either.
