The design consultant is more than halfway done and city staff recommends council approve the plan so far and put the project out for bidding.<\/span><\/p>\n<p><span style=\"font-family: arial;\">A city consultant will present the initial design for the new city government complex and public safety center.<\/span><\/p>\n<p><span style=\"font-weight: bold; font-family: arial;\">Budget and Economic Development Committee:<\/span><br \/>\n<span style=\"font-family: arial;\">The downtown parking report went to the BED after council&#8217;s last meeting and the committee is now recommending that the city take over the parking program and enforcement.<\/span><\/p>\n<p><span style=\"font-weight: bold; font-family: arial;\">Planning:<\/span><br \/>\n<span style=\"font-family: arial;\">The Planning Commission recommends the council reject the text change to prevent new pawn shops from opening in Buffer Commercial, Shopping Center and Neighborhood Business districts.<\/span><\/p>\n<p><span style=\"font-family: arial;\">The commission does think the new requirements for submitting new neighborhood conservation overlay districts should go to a public hearing. The new regulation would require at least 60 percent of property owners who represent 60 percent of the actual land in a neighborhood to sign a petition for the rezoning.<\/span><\/p>\n<p><span style=\"font-weight: bold; font-family: arial;\">From the consent agenda:<\/span><br \/>\n<span style=\"font-family: arial;\">Council is expected to approve the ever-amended agreement with St. Augustine&#8217;s College to build a new $1-million track and field facility. It&#8217;s on track to be done by 2016.<\/span><\/p>\n<p><span style=\"font-family: arial;\">Council is also expected to pass a bond package to pay for the Hillsborough Street roundabouts and sustainability projects.
