The event, which kicks off Friday at <a href=\"http:\/\/www.vintage21.com\/\">Vintage 21<\/a> on West Street, will mimic others by the same name held around the world from Chicago to Brighton, U.K.<\/p>\n<p>The local version was actually born of a Twitter conversation about the events between City Councilor <a href=\"http:\/\/twitter.com\/bonnergaylord\">Bonner Gaylord<\/a> and <a href=\"http:\/\/twitter.com\/jhibbets\">Jason Hibbets<\/a>, a project manager at <a href=\"http:\/\/www.google.com\/url?sa=t&amp;source=web&amp;cd=1&amp;ved=0CEAQFjAA&amp;url=http%3A%2F%2Fwww.redhat.com%2F&amp;rct=j&amp;q=red%20hat&amp;ei=6n3mTc_ZIsnngQef0qXoCg&amp;usg=AFQjCNHiRaK1ClGJz0wZdNIzIbgTf9iRVQ&amp;sig2=QO4bNN0AtWoNDdh-oSs6AQ&amp;cad=rja\">Red Hat<\/a>. With a little nudge from CityCamp founder <a href=\"http:\/\/twitter.com\/kmcurry\">Kevin Curry<\/a>, the pair decided in early April to start organizing their own.<\/p>\n<p>Hibbets said the format will be ideal for the mixed crowd of tech-savvy business leaders, development experts and denizens who are interested in making government better but might not know how to do it yet.<\/p>\n<p>&#8220;The whole point of having an unconference is to not have a plan,&#8221; said Hibbets, planning co-chair. &#8220;Whatever those people are interested in, let them work on it.&#8221;<\/p>\n<p>He&#8217;s also hoping a cash prize will entice the 150 to 200 expected attendees to do more than just talk. Organizers <a href=\"http:\/\/citycampral.org\/2011\/05\/citycamp-raleigh-announces-5000-prize-and-other-attendee-perks\/\">announced this week<\/a> they would award $5,000 to the group with the most promising project that uses open-source technology to improve local government.<\/p>\n<p>&#8220;The prize purse is actually the motivation, the carrot, to make that worthwhile,&#8221; he said.<\/p>\n<p>Raleigh is no stranger to allowing the development community to lend a hand when it comes to solving problems. In 2010, the city <a href=\"http:\/\/www.raleighpublicrecord.org\/news\/city-council\/2010\/09\/24\/what-to-do-about-21st-century-potholes\/\">began using a service called SeeClickFix<\/a> to track issues such as potholes using smart phones. Hibbets said he&#8217;s hoping CityCamp will help develop more applications like this &#8212; especially if it means better service from local leaders.<\/p>\n<p>&#8220;Local government is what impacts people the most.
