The planning commission handed the 2030 Comprehensive Plan back to the Raleigh City Council today after reviewing resident comments and making 175 amendments. Council will now consider the commission’s certified recommendations in a series of August meetings and public hearings.
Planning Director Mitch Silver joined Planning Commission Chair Maha Chambliss to give the final report to council. Silver said that after two years of writing and revising the plan, he’s happy to be “on the last leg of the process.” Noting all the public hearings and more than a thousand public comments the department received and integrated into the plan, Silver said, “This is how democracy works.”
Some of those comments led Silver’s department to add a new glossary of planning terms to help residents understand the plan as it’s written. Read the glossary below.
Other notable changes include:
- Amend the land use descriptions around the central business districts to include “edge areas” to create transitional areas around downtown.
- In the area between Lane to Edenton streets and Person to Bloodworth streets, push the central business district back and make it office and residential mixed use.
- Amend the central business district on the eastern side of downtown back to Boylan Avenue from St. Mary’s Street north of Hillsborough Street. The area between Boylan and St. Mary’s would be neighborhood retail-mixed use.
- Amend the central business district on Boylan Avenue south of the railroad tracks to neighborhood mixed use.
- Amend the area at the intersection at Fayetteville Road and Wilmington Street from open space to regional mixed use.
