Council preview: Allen puts Lightner Center back on agenda

The proposed public safety center that stirred controversy because of related tax increases is back on the agenda for this week with a new proposal from the city manager. The council voted 4-4 to reject the plan last month.

City Manager Russell Allen’s proposal does not include the tax increase, but in a memo to council he says alternative revenue sources would have to be found next year and for even more for two years after that.

The proposal would require council to find $2 million next year, $3 million in the 2012-2013 fiscal year and $4 million the year after that.

Allen’s memo says he would want $100 million in limited obligation bonds to fund $72 million for the Clarence E. Lightner Public Safety Center and the rest for the Solid Waste Services remote operations facilities. The memo also says that the city could qualify for low-interest loans through the federal stimulus program to do the construction.

New Capital Boulevard pawn shop

The new pawn shop planned for 2751 Capital Blvd. could get final approval from council this week. Neighbors in the area had asked council to deny the application because they were worried about the affect on property values in the area.

The pawn shop had met all the city requirements and background checks. In a committee meeting earlier this year City Attorney Tom McCormick said council had to approve the application if the pawn shop has met all the requirements.

Fee increases

The Public Utilities Department could get council approval to raise a number of fees by 3.13 percent for the next fiscal year. The fees are based on an index published by the Engineering News Record. The fees that could be increased are:

  • Nutrient Reduction Fee – Sewer and Water
  • Utility Acreage Fee
  • Acreage Fee Reimbursement
  • Water Meter Installation Charge
  • Water Main Extension and Sewer Service Connection Inspection Fee
  • Tap Fee Schedule
