After weeks of discussion, the Wake County Commission approved the new fiscal year budget Monday with barely a blink.
The $952.1 million 2011-12 budget maintains the current property tax rate of 53.4 cents.

The budget was approved as part of the consent agenda, which means commissioners did not discuss the item during the meeting.
Earlier versions of the budget sliced $14.4 million from Health and Human Services programs. Last week, Commissioners agreed to restore more than $600,000 in cuts, which will be used for community programs, the Board of Elections and a position for the county’s Cooperative Extension program.

The Wake Alcohol Beverage Control Board supplied a one-time allocation of $600,000 to balance the budget. The board gave the county $3 million last year.
The new fiscal year begins July 1.
In other business, Commissioners unanimously approved the appointment of Erv Portman to fill the District 4 seat. Portman, a Cary Councilor, succeeds Stan Norwalk, who resigned May 2. 
As per protocol, Portman was nominated for the seat by the party of the outgoing commission member, in this case the Wake County Democratic Party. He has served on the Cary Council since December 2007, but will leave that position to serve on the commission.

Portman will be sworn in as commissioner July 5 and will serve through December 2012.
