Merchant Wants out of Service District

Editor’s note – this article has been updated to correct the name of the Hillsborough Street Community Services Corporation. 

One property owner in the Hillsborough Street Municipal Service District is requesting that his property be removed from the district because he contends that he has not received any of the services promised.

Timothy Colgan, an attorney , said his law office has been a part of the Hillsborough Street Municipal Service District since it was established in 2009. He says he’s been paying for nothing.

“On my street there’s never been anybody with a uniform on for security or for cleaning up,” Colgan said. “I’ve been paying and nobody has been providing me services ever.”

The service district stretches from St. Mary’s School to Meredith College and from the railroad tracks to one block north of Hillsborough Street. Property owners in the district pay 15 cents per $100 of property.

The money is intended to maintain the area’s public spaces, support economic development and provide marketing and communication efforts needed to attract visitors as well as to improve cleanliness and safety in the district, which is home to approximately 210 businesses.

Mayor Nancy McFarlane said the matter should be taken to the Hillsborough Street Community Services Corporation board and that City Council could not act without hearing from both sides.

Councilor Thomas Crowder said that Jeff Muirison, Executive Director of the Hillsborough Street Service Corporation, has been made aware of the concerns about the level of service that has been performed, and that the matter is currently being investigated.

Colgan’s request to remove his property from the Hillsborough Street Municipal Service District will be addressed again at the City Council meeting on September 16 when parties on both side of the issue are able to be present.
