- September 1969 – “A Park, Recreation, and Open Space Plan for 1970-1980” was Raleigh’s First Greenway Proposal
- September 1972- Bill Flournoy presents to City Council the “Report to the City Council on the Benefits, Potential, and Methodology of Establishing a Greenway System in Raleigh”
- November 1973 – First concept plan of greenway corridors adopted by City Council
- January 1974 – House Creek Trail pilot project under development
- September 1974 – Council passes resolution creating greenway commission
